Sheila Benecke

Removed from Office By Voters
in a Special Recall in June 2008
Laguna Niguel resident represented Area 5, which covers Aliso Viejo and a portion of Laguna Niguel. First elected in 1992 and returned to office in 2004 for a term ending November 2008.
Benecke was an anti-reform, Fleming-era trustee and one of the greatest proponents and defenders of CUSD's notorious misspending, facilities blunders and culture of corruption. Her misconduct as a trustee was condemned multiple times by the Orange County Grand Jury, Orange County District Attorney and an independent investigator. She is an admitted serial law-breaker, having committed the worst violations of the California open meetings law seen by state experts in 25 years. A 1990-1991 Grand Jury Report exposes the deep roots of, and players like Benecke who were behind the CUSD culture of corruption. Fortunately, this disgraced old guard trustee was removed from office before her last term expired when she was overwhelmingly defeated in a humiliating June 2008 special recall election.

Committee to Reform CUSD

“Restoring Honesty, Integrity and
Accountability to Public Education”
Since 2005, the Leaders of the Committee to Reform CUSD have worked tirelessly to implement positive change and significant reform to the Capistrano Unified School District, the 9th largest school district in California, and now the Leaders are working with state legislators, prosecutors and concerned citizens in other jurisdictions to implement similar reforms across California.
The Mission - Simple and Straightforward
The Leaders’ mission statement is simple and straightforward -- "a campaign dedicated to restoring honesty, integrity and accountability to public education” -- and they have achieved remarkable success. Their efforts have resulted in the adoption of processes for monitoring and improving the air quality inside hundreds of temporary portable classrooms, the creation of a comprehensive district-wide facility needs assessments, which confirmed the Leader’s contention that more than 75% of the public schools are not in compliance with State life/safety requirements, the adoption of strict anti-nepotism policies -- and the adoption of the first balanced budgets in years. The Leaders have received accolades and widespread coverage in local television, radio and newspaper media – and in 2009 were prominently featured in a motion picture documentary examining the status and quality of America’s public school system.
