Mark Nielson, Capistrano Valley News The school district (Capistrano Unified School District) is trying to convince the public that its total disregard of the voters of San Juan Capistrano is grounded in its total regard for voters who agreed to tax themselves in 1999 to build more schools. I was one of those who voted in favor of additional taxes for schools in 1999. However, I am also one who voted no on Measure CC in 2002. Perhaps the school district needs a remedial civics lesson that reminds them what a vote of more than 50 percent of the populace means. It is also basic civics that a vote in 2002 supersedes any vote from 1999, otherwise we would have losing incumbent politicians claiming a right to stay in office because they got the majority vote in the prior election. The utter absurdity of this position is evident to all but those responsible for administering the civics education of our children...
