Carter has seemed like a breath of fresh air. While former
Superintendent James Fleming seemed aloof and autocratic, Carter
has been open, active and visibly caring. My deep and troubling
concern is motivated mostly by actions of the Capistrano Unified
board of trustees. They seem to be employing, with a vengeance,
underhanded tactics that they accused their predecessors of doing.
Once the last election was over many of us expected the district
trustees and administrative staff would move forward on the major
issues confronting the school district. That has not been the
case...
