Tony Beall delivered this inspiring speech to the OC Republican Party Central Committee on February 15, 2010, warning that powerful union leaders from across the state and nation had commenced an orchestrated, multi-pronged attack on the seven conservative Republicans serving on the CUSD Board of Trustees.



Thank you Chairman Baugh. I greatly appreciate your strong leadership and the opportunity to address the Central Committee tonight. Last month, you spoke eloquently about the many abuses we have seen with public employee unions throughout our nation and state. You spoke of the need for our country to engage in a Second American Revolution to combat the insatiable and unsustainable union appetite for scarce taxpayer dollars. I agree with you 100%. Tonight, I’m here to ring alarm bells. I’m here to tell you that one of the great battles of this Second American Revolution has already begun – right here in our own backyard.

This strike is not about the union contract. It is all about politics -- the union's desire to take over control of the board in November.  The California Teachers Union has made CUSD a test case -- ground zero for the future of California.  If the union loses here in CUSD again, they know other districts from across California and beyond will follow the lead of the Reform Trustees in CUSD.  That is why the union has brought in the big guns from the CTA.  That is why the union has for the past two years commenced a multi-pronged attack against the Reform Board.  The union is:

1. Backing an initiative for the Nov 2010 ballot to take 6 of 7 votes away from every CUSD voter;
2. Backing the unjust recall campaign to remove two Reform Trustees;
3. Preparing to run a slate of five pro-union candidates in the November election; and
4. Striking in the middle of the current school year to further destabilize the district and cause "organized chaos" in an effort to turn voters against the Board.

There is a new battle being waged in our school district…and it is every bit as dangerous as the battle voters just won when they removed the last of the corrupt Fleming era trustees from office.

The voters of South Orange County have spoken…clearly and unmistakably -- for the third election in a row. Voters in CUSD have rejected the corrupt status quo and elected seven reform trustees by landslide margins. Voters have given you a mandate for positive reform in CUSD.

In my remarks to this Board just one month ago, on the night the newly-elected board members were sworn in, I stated:

“With the removal of the last Old Guard Trustee, one battle is over…But no one should misunderstand – the fight is far from over. Many who directly profit from CUSD’s multi-million dollar budget are continuing their efforts to frustrate and rollback the reforms you are striving to implement…”

Rancho Santa Margarita, CA. The CUSD Recall Committee has learned that James Fleming, the indicted former superintendent of the Capistrano Unified School District, has submitted a formal request to the school district asking that taxpayers pay for his criminal defense. As part of the on-going criminal investigation of the CUSD leaders, District Attorney Tony Rackauckas recently announced the indictment of former Superintendent James Fleming on three felony counts. If convicted, Fleming could serve up to four years in prison.

Orange County District Attorney Reviewing Evidence of Alleged Illegal Acts

An investigation into allegations of illegal activities at the Capistrano Unified School District has been commenced. The Orange County District Attorney’s office is leading the investigation.

This past summer, residents throughout South Orange County sought to recall the entire school board based upon allegations of corruption and gross fiscal mismanagement. More than 177,000 petition signatures seeking to remove the Trustees from office were delivered to the Orange County Registrar of Voters.

Susan Schroeder, spokesperson for the District Attorney’s Office confirmed the District Attorney has assigned a Deputy District Attorney to the case. Schroeder also stated, “We are reviewing the evidence and witness statements.” Read More...

Mincing no words, four members of the RSM City Council publicly called for the CUSD Trustees to fire Superintendent James Fleming.
